First paint one side blue (either the inside or the outside of the bowl). Then make dots with a foam stencil brush or a refill plastic bottle with a tip.
Spread the decoupage lacquer onto the other side of the bowl and apply a napkin. Smooth using a brush with glue on. Finally varnish the entire surface with the glue and let it dry.
